The beta will probably once again be available to both Xbox One and PlayStation 4 consoles, but will simply be available to people who played with the beta last weekend.

According to the programmers, the continuing open tera reddit beta also features some improved changes this time around, such as a raised level cap that can offer access to new areas. Yet again, however, players can only take part in the beta if they did last week as well, as the beta customer won't be available to obtain for new players.
