To gain new abilities in Path of Exile, you'll usually have to equip gems into sockets on your equipment. Any course can use any skill, but gems do have stat and level requirements. Stone can only be outfitted in slots of the same color.

Skill gems: These include an attack, charm, projectile, or trap/mine. Support stones: All these gems modify supportable skills when outfitted in a linked socket (one that has a line drawn to another socket). The support gem must be compatible with the gem at the connected socket in order to have an effect. For instance, a support gem which affects projectiles won't do anything to some connected melee attack gem. Ensure that your linked jewels are compatible!

Equipped gems also level up as you make poe currency buy getting ten percent of their base XP granted from monster kills. Your character experiences an XP penalty when revisiting lower level areas, but that penalty doesn't apply to gems. Thus you can certainly level gems by replaying areas that are a couple of degrees lower than your current level.
